PAICV leader promises to bring to Parliament the draft territorial liability law

Praia, Sep 12 (Inforpress) – The PAICV leader has announced that she will bring to parliament a proposal for a territorial liability law aimed at “strict and transparent management” of land, but has declined to comment on the detention of Arnaldo Silva.

The president of the African Independence Party of Cabo Verde (PAICV, opposition party), Janira Hopffer Almada, who was speaking at a press conference, on Wednesday defended the need to define a “properly structured national policy of land planning” a clear vision and objectives”, in order to “make better use” of the country’s potential and resources and the “competitive inclusion” of each of the islands.

Janira Hopffer Almada defended the adoption of an “extended program” of making lots available to young people and families in need to build their homes. On the other hand, the largest opposition party advocated a marine land planning plan as well as detailed maritime border management plans.

“In recent times, there have been many complaints about the unclear management of municipal land in some cases,” said Janira Hopffer Almada, who regrets the fact that, according to her, “thousands of  Cabo Verdean families” could not “get a single meter of land” to build their homes.
